Project Management Training in Samoa
David Kay Training and Development is working with the Samoa Public Sector Improvement Facility (PSIF) on a project designed to strengthen project management skills in the Samoa public sector.
PSIF is funded jointly by the Government of Samoa, AusAID and NZ Aid. DKTD is the contract manager and is working in a partnership with Victoria University (VU) in Melbourne and the National University of Samoa Oloamanu Centre for Professional Development (OCPD).
The project is using a cascade model of phased localisation. This means that as well as strengthening project management skills, the project is developing the capacity within Samoa to manage the on going development of project management skills in the long term.
A cohort of public servants in Samoa are undertaking Certificate IV in Training and Assessment and Diploma in
Government (Project Management). During the three years of the project a group of skilled project managers and trainers will be developed so that the Samoa public sector can continue the development of project management skills. Gradually, as the project progresses, OPDC will take greater responsibility for managing skills development.
DKTD will deliver the Certificate IV in Training and Assessment, with Jane Perry and David Kay leading the training facilitation. VU will deliver the Diploma in Government (Project Management). OPCD trainers are undertaking both qualifications and will gradually take more responsibility for delivery.
The learning materials for both qualifications have been contextualised for the Samoa work environment so that the training is more meaningful and more effective for participants.
The project team will work with the Samoa Qualifications Authority (SQA) to ensure that qualifications for trainers and for project managers are contextualised for Samoa and meet all the quality requirements to be registered on the Samoa Qualifications Framework.
In 2009, 33 participants from across a range of government ministries and agencies are enrolled in both qualifications. A further intake of students will take place early in 2010 for a second delivery of both qualifications.
